It's been a couple of years (at least) since I last watched it, and having seen it again I think that it is one of the best dubs I've ever watched.
The first five minutes of ep 1 sound like a junior high school play, but after that, it's fantastic. Ironically, Nanami Jinnai (voiced in English by Lia Sargent) turns in some of the best performances in the series--"ironically" because she figures prominently in those first five minutes, where she sounds terrible.
She shows up early on and disappears for most of the first ep; when we see her again it's for a couple of quick hits. She rejoins the action in ep 3, when Makoto and Fujisawa make it to the Fountain of Arliaman--and then delivers one of the best lines in the series.
To be sure, all the actors did great jobs. Whoever wrote the English script, too. Their efforts really bring the characters to life, to the point that they feel like real people to me. (Of course, I have watched this series, periodically, since about 1997--a mere 24 years.)
One of my all-time favorites.
